Officers of the Criminal Investigation Department shall have no control or executive authority over the district police except in an emergency and within the powers vested in them by their rank in the provincial police force. All matters affecting the discipline of or rewards to, and complaints against, the district police, shall be referred by the Deputy Inspector- General of Police, Criminal Investigation Department, to the Deputy Inspector-General of Police of the range concerned.
