Every police officer, if at any time be offered a bribe, is required to make an immediate report of the fact to his official superior. Failure to comply with this order will in itself be a breach of discipline. The offer of a bribe is a criminal offence, and all possible steps should be immediately taken to ensure that the offence may be brought home to the bribe-giver in a criminal trial in cases where circumstances indicate that such a course of action is feasible.
